This time, however, there is a silver lining; the government’s upgraded Assurance Package and Budget 2025 are promising a substantial, well-timed and appropriate support to make life easier for families all over the island.
Key Support Measures Overview
The cost-of-living relief in Singapore in 2025 will be provided mainly through cash, vouchers, and rebates targeting the basics of life that are food, utilities, and daily needs. The authorities, through Budget 2025, thus supporting the Assurance Package with billions of dollars in substantial aid, announced these measures later updated through the year.
The government favors families from the lower- to middle-income bracket, the elderly and HDB residents, so the help will go to those who are in dire need of it.
Cash Payouts Bringing Immediate Relief
The December cash payments of the Assurance Package ranged from S$100 to S$600 for around three million adult Singaporeans aged 21 and older.
The recipients of these automatic payouts will be able to access the funds through PayNow or bank transfer starting from December 5, thus allowing them to use the money as they wish for their year-end expenses.
Over a period of five years (2022-2026), eligible citizens will get a total of S$700 to S$2,250 in cash.
CDC Vouchers Boosting Local Spending
A total of S$800 in CDC Vouchers was given to each household in Singapore in the year 2025.
The total consisting of two parts:
- S$300 in January
- S$500 in May
Of which 50% were designated for heartland merchants and hawkers and 50% for supermarkets. The purpose of these vouchers is to facilitate the purchase of groceries and meals for the locals which will also in turn support the local businesses. The vouchers were valid until December 31, 2025, therefore, the residents were advised to use them only within the specified period.
Utility Rebates Lowering Household Bills
More savings were realized by the typical HDB households through the enhanced U-Save rebates made available under the Budget 2025 Cost-of-Living measures.
These one-time rebates not only brought down the bills for electricity, water, and gas but also varied according to the type of flats.

The elderly are granted an Assurance Package Seniors’ Bonus (S$200-S$300 in early 2025) and MediSave topping up.
